Cross-border raid

Villarreal was killed in April 1987... during a cross-border raid by Mexican Federal Police helicopters and assisted by the FBI...

Does this mean the Mexican police were allowed to operate from within the USA? Valetude (talk) 21:16, 21 December 2017 (UTC)[reply]
