Needs a first X vs. a new/better X

Refine the templates to distinguish e.g.,

"This article needs an image. Without an image it isn't clear." vs.
"This article needs a new/better image. The current one isn't good enough."

This would also allow teams to prioritize articles without an item, vs. articles merely needing a better one. Jidanni (talk) 14:15, 4 April 2020 (UTC)[reply]
