Ideogrammic compound (會意/会意) : 目 (“eye”) + 㚔. The latter component is an arrow, hence "eye" + "arrow" convey the concept of "aiming, spying".
According to folk etymology, the component at the bottom is the representation of a pair of handcuffs (which instead appears in 報 and 執).
