World Organization to Investigate the Persecution of Falun Gong (WOIPFG) was founded on January 20, 2003. It is based in New York and has branches in Europe, Australia, Asia and Canada.

Our mission is to investigate the criminal conduct of all institutions, organizations and individuals involved in the persecution of Falun Gong; to bring such investigations, no matter how long it takes, no matter how far and deep we have to search, to full closure; to exercise fundamental principles of humanity; and to restore and uphold justice in society.

The principle our investigation is that those who committed crimes shall be brought to justice. Individuals shall bear responsibility for their involvement in their organizations’ crimes, and those instigating the persecution shall bear the same responsibility as those physically carrying out the persecution. According to this principle, and to uproot state-sanctioned crimes and safeguard human morality and conscience, the criminal conduct of all individuals within organizations, units and departments involved in the persecution will be thoroughly investigated and brought to justice.

WOIPFG was established, because since July 1999, Jiang Zemin, the former head of the Chinese Community Party (CCP), has been using China’s entire state apparatus to carry out a genocidal persecution against Falun Gong practitioners. The CCP has also extended its persecution overseas. Through its slanders and fabricated rumors against Falun Gong, several billion people around the world have been deceived. Therefore, it is actually the persecution against all humanity. The current judicial system in China is a component of the CCP’s tyrannical dictatorship, so it is impossible to expect China’s own judicial system to openly investigate any crimes committed during the persecution, or to put a stop to the persecution. WOIPFG was founded to expose these horrific crimes against humanity to the entire world and to assist the courtroom trials, which will bring the CCP to justice in the future.

Lawsuits against the Nazis were based primarily on evidence collected after Nazi Germany’s demise. It was considerably difficult to collect evidence as the genocide was underway, and any investigation during the genocide, no matter how thorough, would have been unable to stop the systematic killing during the Holocaust. Humanity has still not managed to completely rid itself of the calamities brought about by the global communist movement. A few decades after the fall of the communist parties in Eastern Europe, some traces of the former system still remain at the institutional level. In China, the Chinese Communist Party has caused the unnatural deaths of tens of millions of people, but it has never been held accountable; this has made the persecutors increasingly brutal, insane and unscrupulous.

The Chinese communist regime launched the nationwide persecution of Falun Gong in 1999. The CCP is an incumbent totalitarian dictatorship, and is the most evil and largest de facto terrorist entity in the world today. This is the first time in history that victims of state-sanctioned persecution have undertaken a systematic investigation and collection of evidence, and launched legal, judicial and righteous actions against individual perpetrators to effectively deter further persecution. WOIPFG is honored to have the privilege of initiating and participating in these activities.

Services Provided by WOIPFG to the Society and Victims

I. Investigation Lists: Criminal Suspects: 96,343; Organizations: 27,672

Since December 9, 2004, WOIPFG has released 16 sets of investigation lists of alleged perpetrators of the persecution. As of July 28, 2023, 96,343 individuals and 27,672 institutions suspected of having participated in the persecution against Falun Gong practitioners have been included in WOIPFG’s investigation lists. Among them, 11,766 individuals are from the “610 Office” system, and 16,719 individuals are from the Political and Legal Affairs Commission. Furthermore, 891 Chinese hospitals and 9,519 doctors are suspected of having committed the crime of live organ harvesting against Falun Gong practitioners.

II. WOIPFG has Systematically Investigated and Published 631 Reports (as of June 28, 2023)

WOIPFG has completed its systematic investigation on the persecution of Falun Gong by the CCP. As of June 28, 2023, we had published 631 reports focusing on the various apparatuses of the Chinese communist regime, including the Party-related government functions, administrative functions, the military, judicial and legal systems, propaganda departments, educational departments, cultural departments, and overseas infiltration arms and so on.

III. The Investigation on the CCP’s Live Organ Harvesting of Falun Gong Practitioners

As of June 30, 2019, after more than a dozen years of investigation, WOIPFG had published a series of 180 investigative reports on the CCP’s live organ harvesting of Falun Gong practitioners. Our investigation results reveal that 891 hospitals and 9,519 organ transplant surgeons across China have been allegedly involved in organ harvesting from Falun Gong practitioners.

WOIPFG investigators have made tens of thousands of telephone calls as part of this investigation, and have gathered evidence of organ harvesting crimes through these calls from members of China’s most senior leadership, including five standing committee members of the CCP Central Politburo, a vice chairman of the Central Military Commission, a committee member of the Central Politburo, a defense minister, a former health minister of the General Logistics Department of the People’s Liberation Army (PLA) and more than 41 hospitals, where organ transplant doctors have admitted to using Falun Gong practitioners as organ donors. As of October, 2023, WOIPFG had published evidence from 866 recorded telephone investigations and more than 4,000 data items.

The massive quantity of evidence indicates that the live organ harvesting of Falun Gong practitioners is a state-sanctioned crime against humanity directly ordered by the former head of the CCP, Jiang Zemin. There exist Nazi concentration camp-style live organ banks across China[1]. A large amount of evidence attests that the number of Falun Gong practitioners slaughtered by the CCP for their organs while they were still alive is enormous[2], and this atrocity of live organ harvesting is still ongoing to this day.

IV. WOIPFG had Released 8,022 Investigation Notices and Notifications for the Society and the Rescue of the Victims (as of March 1, 2019)

We continue the investigation of egregious individual cases on a daily basis and release relevant investigation notifications. These notices are directly sent to the perpetrators, their work units, their authorities at the next higher levels and their local communities. Further investigation is then carried out among relevant personnel for verification purposes. And follow-up work is then performed in compliance with legal and judicial processes, by phone, fax or official mail.

V. WOIPFG Runs a Global Monitoring and Tracking System for the Society and the Victims

The Global Monitoring and Tracking System was founded by WOIPFG in conjunction with a number of human rights organizations and individuals. The system covers the Internet systems in more than 110 countries and nearly 500 cities. It effectively monitors and tracks the Chinese Communist Party and government officials allegedly involved in the persecution of Falun Gong, especially those who are suspected of having deployed resources to persecute, arrest, brainwash, abuse, torture and murder Falun Gong practitioners and those who have been directly involved in the information blockade regarding the persecution, incitement of hatred against practitioners through public opinions and illegal sentencing of practitioners to prison terms. And this system also assists the victims to take legal actions against the perpetrators while these officials travel abroad.

With this system in place, we have been able to successfully locate Zhao Zhizhen, former station chief of Wuhan TV, who acted as a “hatchet man” in smearing the reputation of Falun Gong in the CCP’s anti-Falun Gong campaign, when he was visiting his relatives in the United States. And we directly delivered the indictment documents to his residence during his stay in the U.S. When Guo Chuanjie, the former head of the “Leadership Team to Deal with the Falun Gong Issue” in the Chinese Academy of Sciences, Lin Yanzhi, the former Vice Party Secretary of Jilin Province and former head of the “610 Office”, and Shi Honghui, the head of the (now defunct) Labor Camp Bureau visited the United States, entered the United States, they were immediately placed under the system’s surveillance. And they were successfully located, prosecuted and served with legal documents, thus laying the foundation for their eventual guilty verdicts in absentia.

At the same time, WOIPFG’s Global Monitoring and Tracking System tracks and collects information on other prime suspects of the persecution of Falun Gong, their overseas assets and the whereabouts of their family members that have fled China. This is to prepare for future actions taken against the offenders, including asset freezing, reparation and eventual legal actions against their family members, who were complicit in their crimes. These steps shall utterly deter such evil crimes from being committed. No matter how long it takes, no matter how deep we have to search, we shall carry our investigation toward the end and bring all the perpetrators to justice!

VI. WOIPFG Assists the Victims in Their Legal Prosecution

WOIPFG has completed the investigation on a number of individuals, who have been directly involved in initiating, planning, promoting and directing the perpetration of the persecution against Falun Gong practitioners. According to the evidence collected by our investigation, WOIPFG has assisted some of the persecution victims with filing lawsuits against the most senior CCP officials, including Jiang Zemin, Luo Gan, Zeng Qinghong, Liu Yi, Bo Xilai and many others. As a result, while visiting abroad, those senior officials under WOIPFG’s investigation went as far as avoiding the use of hotels’ front entrances. For example, Su Rong, the Communist Party Secretary of Gansu Province, while visiting Zambia on an official trip, wouldn’t dare to show up in court after receiving a subpoena from the local court as a result of a lawsuit filed by Falun Gong practitioners in Zambia. In the end, Su Rong left Zambia in secret and fled back to China via a third country in an un-official way.

The World Organization to Investigate the Persecution of Falun Gong (WOIPFG) was founded on January 20, 2003. It is based in New York and has branches in Europe, Australia, Asia and Canada.

WOIPFG was founded to fight against the persecution of Falun Dafa practitioners. Since July 1999, Jiang Zemin, the former leader of the Chinese Community Party (CCP), has used the entire state apparatus to carry out a genocidal persecution against Falun Gong practitioners. Similar to the crimes against humanity committed by the Nazis during World War II, but far exceeding them in the nature and extent of the kinds of evil deeds conducted, the persecution of Falun Gong in China is carried out using some of the most evil methods in human history. CCP’s Propaganda, which has fueled and enabled the persecution, has also been extended abroad. Slanderous news reports in overseas media and rumors spread intentionally across overseas Chinese communities have deceived tens of millions of innocent people. The persecution of Falun Gong has targeted all of humanity. The judicial system in China is a system overseen by the Chinese Communist Party; under this tyrannical authoritarian state it is impossible to expect China’s own judicial system to openly investigate any crimes of such scale, or to put a stop to the persecution. WOIPFG was founded to expose these horrific crimes against humanity and to collaborate with entities that stand up to injustice to bring the Chinese Communist Party to justice in the future.

Lawsuits against the Nazis’ genocidal crimes and the corresponding collection of evidence did not begin until after the demise of the Third Reich. This created considerable difficulty with respect to the collection of evidence, and neither the lawsuits nor the evidence collection played any role in stopping the systematic killing during the Holocaust. Humanity is still a long way from fully exposing the devastations brought about by the global Communist movement and bringing to justice their egregious crimes. For some countries and regions, the process of settling accounts with the Communists did not begin until more than a decade after their downfall; for others, such efforts remain merely at the institutional level. In China, the Communist Party has caused the unnatural deaths of tens of millions of people, but it has never been held accountable. This has made the persecutors more brutal, reckless and raving mad.

The Chinese communist regime launched the nationwide persecution of Falun Gong in 1999. The CCP is an incumbent totalitarian dictatorship, and is the most evil, cunning, brutal and largest de facto terrorist entity in the world today. This is the first time in history that victims of state sanctioned persecution have undertaken a systematic investigation and collection of evidence, and launched legal, judicial and righteous actions against individual perpetrators to effectively deter further persecution.

I. Allegations against 76,132 Individuals and 35,551 Institutions

Since December 9, 2004, WOIPFG has released nine sets of lists of alleged perpetrators of the persecution. As of July 10, 2016, 76,132 individuals and 35,551 institutions were suspected of having participated in persecuting Falun Gong practitioners. Among them, 7,716 individuals are from the “610 Office” system, and 9,816 individuals are from the Commission of Political and Legal Affairs. Furthermore, 891 Chinese hospitals and 9,519 doctors are suspected of having committed the crimes of live organ harvesting from Falun Gong practitioners.

II. Investigation on the Live Organ Harvesting of Falun Gong Practitioners by the CCP

As of July 10, 2016, after more than a decade of investigation, WOIPFG had published a series of 80 investigative reports on the CCP’s live organ harvesting of Falun Gong practitioners. Our investigation indicates that 891 hospitals and 9,519 transplant doctors across China have been allegedly involved in organ harvesting from Falun Gong practitioners. WOIPFG has set up individual files on all these hospitals and the individual medical personnel. The evidence we have collected (such as cached web pages and medical papers) amounts to more than 100GB in volume.

WOIPFG investigators have made tens of thousands of telephone calls as part of this investigation, and have gathered evidence of organ harvesting crimes through these calls from members of China’s most senior leadership, including five standing committee members of the CCP Central Politburo, a vice chairman of the Central Military Commission, a committee member of the Central Politburo, a defense minister, a former health minister of the General Logistics Department of the PLA and more than 20 hospitals where organ transplant doctors have admitted to using Falun Gong practitioners as donors. As of July 15, 2016, WOIPFG had published evidence from 117 recorded telephone interviews and more than 2,000 data items.

All the evidence indicates that organ harvesting is a state sanctioned crime led by the CCP and ordered by the former head of the CCP, Jiang Zemin.

The Explosive Growth of Organ Transplants is Found Throughout China

WOIPFG has investigated and gathered evidence from organ transplant medical institutions in 22 provinces, 5 autonomous regions and 4 central government directly-controlled municipalities in mainland China. As of July 2016, WOIPFG’s investigation had discovered that a total of 891 hospitals and 9,519 doctors have been involved in live organ harvesting. Among these hospitals, 712 have performed liver and kidney transplants. These hospitals are found across the entire mainland China. Some of the implicated hospitals are part of the military system and the armed police system. And a significant number of them are traditional Chinese medicine (TCM) hospitals, forensic hospitals, children’s hospitals, county-level hospitals and specialist hospitals. The second group of hospitals are not qualified to perform organ transplant surgeries.

Since 1999, in China, the number of organ transplants has grown by several hundred times or even a thousand times. Wait times for organs are merely a small fraction of those in the United States. The percentage of emergency liver transplant surgeries in China can even reach as high as 26.6% of the total number of liver transplants. The shortest liver transplant wait time is 4 hours after the patient’s admission into hospital. Multiple organ transplants have been performed simultaneously, (in one case, a hospital completed 24 kidney or liver transplants within one day), and there have been live individuals used as back-up transplant organ donors.

A large amount of evidence attests that the number of Falun Gong practitioners slaughtered by the CCP for their organs while they were still alive is enormous. [2]

III. Systematic Investigation has led to the Publication of 339 Reports (as of May 29, 2017)

WOIPFG has completed its systematic investigation on the persecution of Falun Gong by the CCP. As of August 18, 2016, we had published 339 reports, totaling 6.8 million Chinese characters. These reports focus on the various apparatuses of the regime, including Party-related government functions, administrative functions, the military, judicial and legal systems, propaganda departments, education departments, cultural departments, and overseas infiltration arms and so on.

Thank you, Dr. Hwang! I am very honored to be invited to this Organ Harvesting Forum at Congress today to speak on behalf of the NGO - WOIPFG. The World Organization to Investigate the Persecution of Falun Gong (or WOIPFG) was founded 14 years ago, on January 20, 2003. It is headquartered in New York and has branch offices in Europe, Australia, Asia and Canada.

WOIPFG’s mission is to investigate the criminal conduct of all institutions, organizations and individuals involved in the persecution of Falun Gong; to bring such investigations, no matter how long it takes, no matter how far and deep we have to search, to full closure; to exercise fundamental principles of humanity; and to restore and uphold justice in society.

The guiding principle our investigation is that those who committed crimes shall be brought to justice. Individuals shall bear responsibility for their involvement in their organizations’ crimes, and those instigating the persecution shall bear the same responsibility as those physically carrying out the persecution. According to this principle, and to uproot state-sanctioned crimes and safeguard human morality and conscience, the criminal conduct of all individuals within organizations, units and departments involved in the persecution will be thoroughly investigated and brought to justice.
WOIPFG was founded to fight against the persecution of Falun Dafa practitioners. Since July 1999, Jiang Zemin, the former leader of the Chinese Community Party (CCP), has used the entire state apparatus to carry out a genocidal persecution against Falun Gong practitioners. Similar to the crimes against humanity committed by the Nazis during World War II, but far exceeding them in the nature and extent of the kinds of evil deeds conducted, the persecution of Falun Gong in China is carried out using some of the most evil method in human history. CCP’s Propaganda, which has fueled and enabled the persecution, has also been extended abroad. Slanderous news reports in overseas media and rumors spread intentionally across overseas Chinese communities have deceived tens of millions of innocent people. The persecution of Falun Gong has targeted all of humanity. The judicial system in China is a system overseen by the Chinese Communist Party; under this tyrannical authoritarian state it is impossible to expect China’s own judicial system to openly investigate any crimes of such scale, or to put a stop to the persecution. WOIPFG was founded to expose these horrific crimes against humanity and to collaborate with entities that stand up to injustice to bring the Chinese Communist Party to justice in the future.

I. Allegations against 76,132 Alleged Individuals and 35,551 Alleged Institutions

II. Investigation on the Live Organ Harvesting of Falun Gong Practitioners by the CCP

WOIPFG investigators have made tens of thousands of telephone calls as part of this investigation, and have gathered evidence of organ harvesting crimes through these calls from members of China’s most senior leadership, including five standing committee members of the CCP Central Politburo, a vice chairman of the Central Military Commission, a committee member of the Central Politburo, a defense minister, a former health minister of the General Logistics Department of the PLA and more than 20 hospitals where organ transplant doctors have admitted to using Falun Gong practitioners as donors. As of July 15, 2016, WOIPFG had published evidence from 117 recorded telephone interviews and more than 2,000 data items. All the evidence indicates that organ harvesting is a state sanctioned crime led by the CCP and ordered by the former head of the CCP, Jiang Zemin.

IV. WOIPFG has Released 6,943 Notices and Notifications (as of June 12, 2017)

V. The Global Monitoring and Tracking System

With this system in place, we have been able to successfully locate Zhao Zhizhen, former station chief of Wuhan TV, who acted as a “hatchet man” in smearing the reputation of Falun Gong in the anti-Falun Gong campaign, when he was visiting his relatives in the United States. And we delivered the indictment documents to his residence during his stay in America. When Guo Chuanjie, the former head of the “Leadership Team to Deal with the Falun Gong Problem” in the Chinese Academy of Sciences, visited the United States, once he entered the United States, he was immediately under the system’s surveillance. And eventually, in New York’s Battery Park near the Statue of Liberty, the indictment documents were delivered to him, thus laying the foundation for his guilty verdict in absentia.

VII Assisting the Victims in Legal Prosecution

WOIPFG has completed the investigation on a number of individuals, who have been directly involved in initiating, planning, promoting and directing the perpetration of the persecution against Falun Gong practitioners. According to the evidence collected by our investigation, WOIPFG has assisted some of the victims of the persecution in filing lawsuits against the most senior CCP officials, including Jiang Zemin, Luo Gan, Zeng Qinghong, Liu Yi, Bo Xilai and others. As a result, while visiting abroad, those senior officials under WOIPFG’s investigation went as far as avoiding the use of main entrances. For example, Su Rong, the Party Secretary of Gansu province, while visiting Zambia on an official trip, wouldn’t dare to show up in court after receiving a subpoena from the local court as a result of a lawsuit filed by Falun Gong practitioners in Zambia. In the end, Su Rong left Zambia in secret and fled back to China via a third country in an un-official way.

SUMMARY:

In summary, over the past 14 years of investigation, WOIPFG has completed the preparation of evidence for the anticipated grand trial at International Criminal Court to bring perpetrators and CCP to justice.

With this platform of forum and film screening at the Congress, we hope the new 115th Congress and new Trump Administration can hear out and hear well our findings and messages of organ harvesting crimes and 18-year long persecution of Falun Gong in China. Make independent and immediate investigation into China and help end the genocidal crimes on Falun Gong and bring justice and freedom to the suffered people. Thank you all!

Brief Bio of Speaker: Professor Sen Nieh

Dr. Sen Nieh has been a Professor and the Chairman of Mechanical Engineering Department at the Catholic University of America, Washington DC. He is a scholar in Clean Energy Technologies and published 100+ scientific papers, 7 patents of invention, and 1 college textbook. He is the Recipient of United Nations’ Lectureship Award, Charles Karman’s Teaching Excellence Award, and Honorary Professorship Awards from 5 universities in China and Taiwan.

Being a Falun Gong practitioner for 20 years, Prof. Nieh has been a keen observer and China expert, particularly in Hunan Rights and Religious Freedom. He has been an active advocate, event organizer, and powerful speaker and leader in numerous community, academia, and Congressional events and services. Fact Sheet:

The World Organization to Investigate the Persecution of Falun Gong (WOIPFG) was founded on January 20, 2003. It is based in New York and has branches in Europe, Australia, Asia and Canada.

TheChinese Communist Regime (CCP)launched the nationwide persecution of Falun Gong in 1999. The CCP is an incumbent totalitarian dictatorship, and is the most evil, cunning, brutal and largest de facto terrorist entity in the world today.This is the first time inhistorythatvictims of state sanctioned persecutionhave undertaken a systematic investigation and collection of evidence, and launched legal, judicial and righteous actions against individual perpetrators to effectively deter further persecution.

1. Allegations Against 76,132 Individuals and 35,551 Institutions

WOIPFG has released ninesets of lists of alleged perpetratorsof the persecution since December 9, 2004. As of July 10, 2016, 76,132 individuals and 35,551 institutionsare suspected of engaging in persecuting Falun Gong practitioners. Among them, 7,716 individuals are from the 610 officeand 9,816 individuals are from the Commission of Politics and Law. Furthermore,891 Chinese hospitals and 9,519 surgeonsare suspected of committing crimes of organ harvesting from Falun Gong practitioners.

2. As of July 15, 2016,WOIPFG Has Released 6,439Notices and Notifications

We continue the investigation of egregious individual caseson a daily basis and then release investigation notifications. These notices are sentto the perpetrator, his work unit, authorities at the next higher level and the local community. Further investigation is then carried out among relevant personnel for verification purposes. Follow-up work is then performed in compliance with legal and judicial processes.

3. SystematicInvestigation:334Reports, 76 About State Sanctioned Organ Harvesting

WOIPFG has finished the systematic investigation of the persecution of Falun Gong in China. As of August 18, 2016, we have published 334 reports, totaling5.8 million words. These reportstarget the various apparatuses of the regime, including the Party, the administration, the military, judicial and legal branches, propaganda departments, education departments, culturaldepartments and overseas infiltration, etc.

Seventy-six of thesereports are about organ harvesting. Our investigation indicates that 891 hospitals and 9,519transplant surgeons across Chinaare allegedly involved inorgan harvesting from Falun Gong practitioners. WOIPFG has set up individual files on each hospital and the individualmedical personnel. The evidence we have collected (such as cached webpages and medical papers) amount to more than 100GB in volume.

As of July 15, 2016, WOIPFG has published evidence from 60 recorded telephone interviews and 1,628 data items. All the evidence indicates that organ harvesting is astate sanctioned crime led by the CCP and ordered by theformer head of the CCP, Jiang Zemin.

4. The Global Monitoring and Tracking System

The Global Monitoring and Tracking System was founded by WOIPFG in conjunction witha number of human rights organizations and individuals. The system covers more than 110 countries and nearly 500 cities. It effectively monitorsand tracksParty and governmentofficialsallegedlyinvolved in the persecution of Falun Gong, and assists in legal prosecution by helping the victims take legal action against the perpetratorswhile these officials travelabroad. WOIPFG has taken part infiling lawsuits againstthe most senior CCP officials, includingJiang Zemin, Luo Gan, Zeng Qinghong, Liu Yi and Bo Xilai, etc.

The World Organization to Investigate the Persecution of Falun Gong, New Zealand Branch, announced its establishment on May 15, 2004 in Auckland. The New Zealand branch will follow the mission statement of WOIPFG headquarters in North America:

"To investigate the criminal conduct of all institutions, organizations, and individuals involved in the persecution of Falun Gong; to bring such investigation, no matter how long it takes, no matter how far and deep we have to search, to full closure; to exercise fundamental principles of humanity; and to restore and uphold justice in society."

The New Zealand branch will focus on investigating the institutions, organizations, and individuals involved in the persecution of Falun Gong practitioners who are New Zealand citizens; and/or are family members of New Zealand citizens. It will investigate the criminal conduct of Jiang Zemin's regime and its followers who try to extend the persecution of Falun Gong to New Zealand soil. It will utilize all proper channels including litigation to bring the perpetrators to justice whenever possible.

An Interview with Mr. Stewart Weisman, Esq., Legal Counsel to the World Organization to Investigate the Persecution of Falun Gong

Today, we have an opportunity to interview WOIPFG's legal counsel, Mr.Stewart Weisman

Reporter [R]: Mr. Weisman, could you tell our readers why you decided to join the WOIPFG?

Weisman [W]: Although I am not a practitioner of Falun Gong, as a lawyer engaged in the practice of fighting discrimination and upholding civil rights, I accepted WOIPFG's invitation to become its attorney. During my association with WOIPFG, I have met wonderful people from all races and different nationalities who embody the virtues of truthfulness in all dealings, compassion towards people, and tolerance of the viewpoints of others. These principles are certainly noble aspirations and that is why WOIPFG's mandate to protect the human rights of Falun Gong practitioners, to investigate and expose violations of those rights, and to restore and uphold justice in society is both vital and necessary.  

R: What impact do you anticipate WOIPFG will have upon China?  

W: I am greatly optimistic that the efforts of WOIPFG will bear fruit in at least three important areas. First, WOIPFG will expose all of those who have participated in the criminal acts orchestrated by Jiang's regime so that a sense of justice and balance can be achieved, so that harmony can be restored. Second, the very presence of an investigatory organization may serve to reduce, and hopefully eliminate, the acts of persecution. Third, WOIPFG's efforts will help to educate the citizens of China as to the nature of the senseless brutality inflicted upon their fellow citizens just because of their beliefs. In that fashion, the attitudes of the people will undoubtedly change and hostility towards practitioners will subside. 

R: Dr. Charles Li, an American citizen and a Falun Gong practitioner, was arrested and later sentenced to three years in prison by the Chinese regime. As a lawyer, what are your thoughts on this case?  

W: Simply stated, I am outraged. No matter what falsehoods have been and will be offered by the government of China concerning Dr. Li, the simple fact is that he was arrested, detained, and now faces the prospect of spending the next three years in prison because of his beliefs. This type of behavior is not to be tolerated among civilized nations, especially in the Year 2003.  

R: What has WOIPFG done, and what does it plan to do to seek Dr. Li's release?  

W: In the initial stage, WOIPFG has communicated with important and influential government representatives, particularly in the U.S., to intercede on behalf of Dr. Li. It is heartening to see the outpouring of support. Besides seeking support from the government, NGOs, and the society at large, WOIPFG is also conducting special investigations that are directly and indirectly related to Dr. Li's case. We are confident that our efforts will make a difference.  

R: With respect to the special investigations WOIPFG is conducting you just mentioned, it has been reported that WOIPFG recently launched a special investigation into the illegal overseas assets and properties of Chinese government officials, especially those who have participated in the persecution of Falun Gong. Can you tell us more about this?  

W: It is important to understand that it is an unfortunate part of life that despots such as Jiang Zemin squander the assets of their people by routing badly needed money, resources, and manpower to oppress certain segments of the population both internally and in many countries throughout the world. Such evil rulers, and really, there can be no other term to properly describe Zemin, also force the victims of the persecution to pay for their own punishments by, for example, extracting illegal fines and through forced labor. But perhaps the unkindest cut of all is the corruption of the souls of those who are brainwashed by the constant onslaught of propaganda, or, who, out of a desire to survive, must turn a blind eye or even aid in the persecution.  There are many documented cases in China in which practitioners are arrested repeatedly and their relatives are forced to hand over money in exchange for their release time after time. At the same time, many high-ranking Chinese officials have been smuggling dirty money overseas. Among them, many are followers of Jiang's policy of genocide against Falun Gong practitioners. If these officials are afraid of having their properties and assets seized, then they may exert pressure upon others to stop the persecution of Falun Gong practitioners and to release people who have been wrongly imprisoned, such as Dr. Charles Li whom we talked about earlier. 

R: How does WOIPFG intend to pursue this effort and others? 
 
W: Generally, we want to confiscate the properties of these corrupt government officials with the liquidated value of the assets going to the victims. We will also continue to collect evidence and bring the guilty to justice. Specifically, WOIPFG is requesting that appropriate federal agencies, such as the FBI, assist our efforts to amass evidence against responsible parties, commence criminal prosecutions, seize assets under applicable federal laws, and ensure that those who are found guilty are appropriately sentenced. The recent statement made in March by Senator Patrick Leahy from Vermont introducing the Anti-Atrocity Alien Deportation Act of 2003 is also very encouraging. The proposed law is intended to close loopholes in our immigration laws that have allowed war criminals and human rights abusers to enter and remain in this country. There have also been civil actions commenced, such as one now pending in the U.S. District Court in Illinois, which name Jiang Zemin as a defendant and request large penalties be imposed for his nefarious activities. There's also an effort underway by a Swiss-based international NGO, "Track Impunity Always" ("TRIAL"), wherein a number of countries are preparing to file criminal complaints against Jiang Zemin. According to the president of TRIAL, Attorney Phil Grant, if Jiang is found guilty he might face life-imprisonment. We will also invite entities such as the World Organization Against Torture and other NGOs to join our efforts.   

R: What can we learn from the Nuremberg Tribunal and the Bosnia War Crimes Trial?  

W: I don't think that it is so much a question as to what we can learn from the outcomes of these famous tribunals but what Jiang's regime has failed to learn from them; that is, all rulers, public officials, or private individuals who commit genocide and crimes against humanity have individual criminal accountability and will be prosecuted no matter how long it takes. To that end, we draw inspiration from the efforts of other private organizations dedicated to bringing violators of international law to justice, such as the Wiesenthal Center which has had tremendous experience in tracking down Nazi war criminals.
