WOIPFG’s Investigative Report on the Alleged Organ Harvesting of Living Falun Gong Practitioners at the First Affiliated Hospital of the Naval Medical University of the People's Liberation Army and Its Staff Members Suspected of Participation

Preface

The hospital was one of the hospitals affiliated with the Military Medical Universities that followed Jiang Zemin's order to harvest organs from live Falun Gong practitioners. The hospital carried out kidney transplant quite early on the mainland China. After 1999, it claimed on the webpage of its urology department that "1. The donor kidneys are in good quality, result in kidney function recovers quickly after surgery; 2. Having sufficient sources of donor kidneys, so the waiting time for transplant is short."

Given that, the general context of the CCP's national wide crime of live organ harvesting, the hospital is suspected of participating in the crime of harvesting organs of live Falun Gong practitioners and other groups.

Hospital Overview

It is the affiliated Hospital of Military Medical University of the Chinese Communist Party, a third level first class comprehensive hospital. It covers an area of 234,000 square meters, with a construction area of 680,000 square meters. The hospital operates 57 divisions, with 2,100 beds [1].

I. According to the testimony of Bai Shuzhong, Minister of Health of the General Logistics Department of the PLA, the hospital was the leading hospital for live organ harvesting in the military.

Bai Shuzhong served as the Minister of Health of the PLA General Logistics Department from 1998 to 2004. In a telephone investigation conducted by WOIPFG, he directly admitted that during his tenure, Jiang Zemin personally ordered the live organ harvesting of Falun Gong practitioners, and that the hospitals affiliated with the Military Medical Universities were the main hospitals in the military system that carried out Jiang's order. [2]

II. Sufficient source of kidney donor with good quality and short waiting time

It claims on its webpage of the urology department of the hospital: "1. The donor kidneys are in good quality, result in kidney function recovers quickly after surgery; 2. Having sufficient sources of donor kidneys, so the waiting time for transplant is short." [3]

III. The hospital's kidney transplantation was carried out early and the amount of transplantation is huge

Since the first kidney transplant in 1978 and the first liver transplant in 1996, Changhai Hospital of the Second Military Medical University has always maintained a leading position in China in terms of transplantation technology [4].

Professor Zeng Li, Director of the Department of Kidney Transplantation of Shanghai Changhai Hospital, is the chief expert. The team consists of six key doctors from the department. Established in 2001, the department has continuously improved the treatment of immunosuppressive therapy and difficult complications after uremia, kidney tumor, adrenal gland disease, pancreatic and kidney combined transplantation and kidney transplantation. Especially in recent years, the transplantation level of children's kidney transplantation has increased significantly. The department currently has 3 senior level doctors, 1 at intermediate level and 1 at junior level. In recent years, the department has made major breakthroughs in scientific research: as the project leader, Professor Li has been engaged in urology and kidney transplantation for nearly 16 years, and is good at kidney transplantation, urological tumor diagnosis and treatment and endourology. His main research interests include basic and clinical research on complications such as infection after kidney transplantation and delayed recovery of renal function. He is also engaged in genetic study of urological tumors. He is involved in the animal experiment and clinical application of HCA-II. novel multi-organ preservation solution [5].

IV. In March 2016, the transplant center was established

The Second Military Medical University Changhai Hospital established a transplant center in March 2016,[6] and by the end of 2017, nearly 1,000 cases of liver and kidney transplantation had been reported. On May 18, 2016, Changhai Hospital held the establishment and unveiling ceremony of the Department of Organ Transplantation, attended by President Sun Yinghao of the Second Military Medical University, Minister Cheng Chuanmiao of the Training Department, President Zhang Congxin of Changhai Hospital, Political Commissar Bao Erji and leaders of institutions. Director Zeng Li of the Department of Organ Transplantation presented a report. Until May 18, since the trial operation of the organ transplant department began on March 7, 48 kidney transplant operations had been carried out.[7] Zhu Youhua is a distinguished professor at the Organ Transplantation Center of Changhai Hospital affiliated to the Second Military Medical University. In the past 40 years, he has been mainly engaged in basic and clinical research in urology and kidney transplantation, especially the base and preservation solution development research of organ preservation.

Kidney transplantation has been on going, and more than 300 cases have been done this year. VI.Two kidney transplant specialists at the hospital committed suicide

Two kidney transplant specialists at the hospital committed suicide. In 2007, 44-year-old Li Baochun, director of the Department of Nephrology, chief surgeon, professor and doctoral supervisor, jumped to his death from a building at Changhai Hospital.[16] In 2014, 44-year-old Zhang Shilin, deputy director of the Department of Urology of Shanghai Cancer Hospital, jumped to his death.[17] After 2005, Zhang worked in the Department of Urology of Changhai Hospital for many years, and he was a colleague of Li Baochun. He performed kidney transplantation,[18] and did 17 surgeries per week.[19]
