The prison doctor signs a prisoner transfer form to move a prisoner from Cuyahoga County Hospital to the Ohio State Penitentiary at Columbus for Chris Hale, but that was his fake name. The document would have had Steve's proper legal name.
At the end of the movie Chris Hale is going to prison but this is an assumed name that Steve used to con the local townspeople when he arrived. While Steve and his partner robbed a casino in another state it is unlikely he would have been charged and tried in Ohio and definitely not under an assumed name.
