BRAD SETSER is Whitney Shepardson Senior Fellow at the Council on Foreign Relations. He served as a Senior Adviser to the U.S. Trade Representative from 2021 to 2022 and was Deputy Assistant Treasury Secretary from 2011 to 2015. He is the author of Sovereign Wealth and Sovereign Power: The Strategic Consequences of American Indebtedness.
