From bulak +‎ -an, bulak either referring to Tagalog bulaklak (flower) or Tagalog bulak (cotton) or Tagalog burak (mud). Formerly the town of Bulakan, formerly a visita of Tondo. See also bulakan (Decalobanthus peltatus).
