From bulak +‎ -an, bulak either referring to Tagalog bulaklak (“flower”) or Tagalog bulak (“cotton”) or Tagalog burak (“mud”). Formerly the town of Bulakan, formerly a visita of Tondo. See also bulakan (“Decalobanthus peltatus”).
